September 2024 Supplemental - Garner Road Construction

NOTICE OF UPCOMING ROAD CLOSURE

This is a brief update about the construction on Garner Rd. I've been advised by our Construction Manager that due to unforeseen circumstances, there will be an unplanned full closure on Garner Rd (no through traffic in either direction) just west of Hamilton Dr. This is an important transportation corridor so I am issuing this brief supplemental newsletter to ensure you are aware of this development. Please read on for the details.

Full closure near 440 and 506 Garner Rd West - between Hamilton Dr and Shaver Rd

Please note that the Ward 12 office has been advised that an unplanned full road closure will occur on Garner Road West beginning on Monday, September 9. The closure is expected to last for 5 weeks. Due to unforeseen circumstances (see a detailed explanation below), the road must be closed to complete the installation of the water main in the section of Garner Road West between 440 and 506 Garner Rd West (midway between Hamilton Dr and Shaver Rd).

Traffic control will be established to prevent unwanted traffic from entering certain areas during the five-week closure and will be monitored and adjusted as needed. Every effort will be made to do the work in a timely manner and to keep any inconvenience to a minimum. NOTE: Westbound access to Bishop Tonnos High School (i.e. coming from Southcote or Fiddler's Green) will not be not impacted.

During the closure, local access will be maintained for residents who live from approximately 506 Garner Road to Shaver Road, as well as from 440 Garner Road towards Panabaker Drive. Sections of the road in phase 2 have been paved so drivers can have access to their business or dwelling heading in eastbound and westbound directions from Hamilton Drive or Shaver Road, and westbound only from Fiddlers Green, depending on where you are situated.

REASON FOR THE CLOSURE

This closure is due to an unforeseen engineering challenge with the installation of the water main at this location due to the higher-than-usual amount of rainfall this summer due to the changing climate. There is more water onsite than anticipated and this has necessitated a change of course in that the water main must be installed via a trenchless method under the existing road culvert. This requires special equipment which is quite large and will impact the westbound direction lane (which is currently open). Provincial Ministry of Labour rules and guidelines require that a minimum of 3.0 meters in road width must be maintained for vehicle traffic movement, and this will not be achievable based on the work that needs to be done.

Additionally, extra shoring is required which will further reduce the road width. Shoring is necessary to help prevent the road from collapsing due to the large volume of water at this culvert location.

Several other options were considered to avoid a full closure, but there was no other feasible solution, leaving closure as the only option.
